What is a Ration Card and Why Do You Need One?

A ration card is an official document issued by the Kerala Civil Supplies Department that entitles eligible households to subsidised food grains and essential commodities through the Public Distribution System (PDS). Beyond food security, it also serves as an important identity and address proof document for various government services, bank account openings, and utility connections.

Types of Ration Cards in Kerala

  • AAY (Antyodaya Anna Yojana): For the poorest of poor households — identified by district authorities based on specific criteria.
  • PHH (Priority Household): For households that meet the eligibility criteria under the National Food Security Act (NFSA).
  • NPHH (Non-Priority Household): For households above the poverty threshold — entitled to commodities at near-market rates.

Who is Eligible to Apply?

Any permanent resident of Kerala who does not already hold a valid ration card in the state can apply. The following conditions typically apply:

  • You must be a Kerala resident with a current residential address in the state.
  • Your household should not already be listed on an existing ration card in Kerala or another state.
  • Newly married individuals, those who have recently moved to Kerala, or those whose previous cards need to be transferred or updated are common applicants.

Applying Online: Step-by-Step

  1. Visit the Official Portal: Go to the Kerala Civil Supplies Corporation portal at ecitizen.kerala.gov.in or the Akshaya portal. You can also apply through the CSC (Common Service Centre) or your nearest Akshaya centre.
  2. Register / Log In: Create an account using your mobile number. An OTP will be sent for verification.
  3. Select 'Apply for New Ration Card': Navigate to the Civil Supplies section and select the new ration card application form.
  4. Fill in the Application Form: Enter details for all family members — names, ages, relationship to the head of family, Aadhaar numbers, and current address.
  5. Upload Required Documents: Scan and upload the documents listed below.
  6. Submit and Note Application Number: After submission, you'll receive a reference/application number. Save this for tracking.
  7. Verification Visit: A Civil Supplies Inspector may visit your residence to verify the details submitted.
  8. Card Issuance: On approval, your ration card will be issued and can be collected from the Taluk Supply Office or downloaded digitally.

  • Aadhaar card of all family members
  • Proof of residence (utility bill, rent agreement, property tax receipt)
  • Proof that you are not holding a ration card in another state (surrender certificate if applicable)
  • Passport-size photographs of the head of family

Tracking Your Application

Once submitted, you can track your application status online using your application reference number on the same portal. Typical processing time ranges from a few weeks to a couple of months, depending on the verification process in your area.
